We invite you to the first expert gathering in the “Hospital in Blato” series. The conference “Where is my hospital? – the right to a hospital” will be held in the form of a panel discussion focused on the right to healthcare or, more specifically, the fundamental principles of accessibility and fairness in healthcare.
This is the context in which the history of the hospital in Blato will be explored as an example of inaccessibility and unfairness in healthcare in certain parts of the city and of the unrealized right of the citizens who paid a voluntary tax for the hospital’s construction.
In addition to the expert discussion on the topic, the entire research and educational program titled “Hospital in Blato” will be presented at the conference.
The conference will be held on Tuesday, March 12, 2024, from 5:30 PM to 7 PM, in the lecture hall of the Siget Health Center, Av. Većeslava Holjevca 22, Zagreb.

- Aleksandar Džakula, Head of the Center for Health Systems, Policies and Diplomacy at the School of Medicine, University of Zagreb, expert in the field of healthcare organization
- Ino Protrka, Director of Zagreb-Centar Health Center

About the “Hospital in Blato” program
Hospital in Blato is a comprehensive research and educational program aimed at promoting healthcare literacy and fostering a culture of public debate on healthcare issues, i.e., issues of societal importance. The program uses the unfinished University Hospital in Blato not only as a meeting place but also as a model, a powerful symbol, and a starting point for research into various aspects of public healthcare and the internal relationships that shape the healthcare system. The unfinished hospital, with its complex history and in its current state of neglect, reflects many of the challenges faced by public healthcare – from governance and financing to fairness and accessibility. Through a tour of the hospital in Blato, participants will have the opportunity to directly face the physical manifestations of these challenges, which will serve as a powerful stimulus for deeper reflection and discussion of key issues during expert conferences held in the form of panel discussions.
The program includes:
- Guided interactive “TOUR” walks at the location of the unfinished hospital in Blato
- Expert gatherings where views and attitudes about the unfinished University Hospital will be discussed (including the experiences of people who participated in the tours)
- Scientific research work focused on producing professional and scientific papers and monographs
- Designing an educational model based on the example of the hospital in Blato
The “Hospital in Blato” program provides a unique opportunity to examine and discuss key issues shaping the healthcare system from different perspectives. Through this interdisciplinary approach, participants will be able to contribute to building a more inclusive, transparent and efficient healthcare environment. The “Hospital in Blato” becomes more than a place – it transforms into a living classroom that encourages critical thinking and active engagement in the debate on the future of public healthcare. By integrating the historical context and the current state of the hospital into the program, participants will gain a deeper understanding of the complexity and importance of the challenges facing public healthcare.
